Over the course of seven public meetings, KeyStone neighborhood residents and stakeholders from Augustana College and adjacent businesses crafted a comprehensive plan to address opportunities and weaknesses within the area. There was a heavy emphasis on enforcement and creation of ordinances to improve housing and investment property in the neighborhood. Mandatory rental inspection was a goal that was ultimately achieved. Other strategies addressed incentives to improve owner-occupied properties, infrastructure improvements to streets and sidewalks, the relationship between the neighborhood and college, and housing rehabilitation programs for vacant properties.
