ABOUT THE RENTAL RESIDENTIAL LICENSING PROGRAM

On the 4th of October, City Council passed ordinance number 95-2004, creating the Rental Residential Property program.

When do I register my property?
Rental residential properties must be registered with Inspection Division no later than December 31st, 2004.

Where do I obtain a Registration Form?
Registration forms may be printed and completed by hand. Paper copies of the form are available at the Inspection Division of City Hall. Each building must be registered on a separate form – one form for an apartment building, one form for a duplex, one form for a single-family rental house.

What is the Registration Fee?
The license fee is based on number of buildings per property. Four (4) or less buildings on a property: $35.00 per year. Five (5) or more buildings on a property: $110.00 per year. After the fee has been paid, the Inspection Division will issue the Landlord a temporary license to operate the rental property. The temporary license, subject to annual registration renewal, will remain valid until the property has been completely inspected, brought up to code (if needed), and graded (A, B, or C). Regular license certificates with the grade will be valid for 1 – 4 years, depending on the grade and subject to annual renewal of registrations.

When will Inspections take Place?
Exterior inspections of all registered properties will begin in 2005. The purpose of exterior inspections is to prioritize properties for the complete inspections required by the ordinance. Based on the exterior evaluation, each property will be given a code that designates a priority raking for future inspection.

  • Green” priority properties will go to the bottom of the inspection list.
  • Amber” priority properties will be second on the list.
  • Red” priority properties will be the first properties to be completely inspected.
  • Black” priority properties will be reported to Chief Building Official for enforcement actions under the Abatement of Dangerous Buildings ordinance and related Building Codes.


How can I tell if my Property is in Compliance?
Properties will be inspected for compliance with the 2003 International Property Maintenance Code.
