COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)

The Community Development Block Grant (CDBG) is a federally funded entitlement grant program through the Department of Housing and Urban Development (HUD). The main objective of the program is to develop viable communities through the provision of decent housing and a suitable living environment. CDBG also serves to expand economic opportunities for persons who have primarily low and moderate incomes.

When are Applications Available?

CDBG applications for the 2010-2011 Fiscal Year (April 1, 2010 - March 31, 2011) will be made available August 3, 2009. To obtain a hard copy of the application, visit the CED office or call 732-2900 for an application to be mailed. Applications also will be available online in WORD and PDF format.

When are Applications Due?

Applications are due by 5:00 p.m. Tuesday, September 1, 2009. Applications will not be accepted through e-mail, as they require original signatures. Late or incomplete applications will not be accepted.

*The U.S. Department of Housing and Urban Development does not publish the entitlement amounts until late Fall of each year. For this reason, allocation amounts are based on the prior year entitlement amount and adjusted accordingly after the final allocation amount is disclosed by HUD.


How is the Money Allocated Locally?

City Council establishes Allocation Policies that provide a framework for the Citizen Advisory Committee (CAC) to make funding recommendations. These policies identify allocation guidelines for activities such as: housing rehabilitation programs, demolition activities, Century Woods renovation debt service, economic development activities, and support for the Martin Luther King, Jr. Community Center. Social service activities are limited to 15% of the annual CDBG allocation, based on federal program guidelines and City Council policy. The CAC reviews all applications and makes recommendations to the City Council. The City Council has the final authority to decide who receives funding.

How are Rock Island Residents Involved?

In 2004, the City of Rock Island adopted a revised Citizen Participation Plan. The Plan describes the process for involving Rock Island citizens and other interested parties in the CDBG planning and allocation process. Part of the allocation process involves a series of meetings conducted by the CAC. Meetings tentatively scheduled for the 2010-2011 allocation process are identified below.

Consolidated Plan and Annual Action Plan

CDBG funding allocations are also based on the priorities and needs identified in the City of Rock Island 2008-2013 Consolidated Plan. The Consolidated Plan identifies the City’s housing and community development needs and outlines a strategic course of action to meet those needs. The Annual Action Plan is a yearly update to the Consolidated Plan that identifies the available resources for the fiscal year and also serves as the City of Rock Island’s application to HUD for its Community Development Block Grant Program.
