| BUILDING PERMITS
No building or structure may be erected, constructed, enlarged, altered, repaired, moved, improved, converted or demolished unless a separate building permit has been obtained from the Inspection Division. Other than owner occupants, individuals wishing to engage in general contracting must be registered with the City of Rock Island. A complete registration form, a $10,000.00 license permit bond on a City of Rock Island Form, proof of workman compensation insurance, and a certificate of liability insurance in the amounts of $100,000.00 and $300,000.00, are required. The registration runs from January 1 through December 31, with an annual fee of $50.00. A state of Illinois Roofing License is required for roofing permits. Owners may obtain roofing permits for their own property.

Permit Guidelines
To obtain a permit, the applicant shall first seek zoning approval, if required, and submit a signed application for a permit on the form provided. The applicant must identify on the application the scope of work being conducted.
The application must indicate the use or occupancy for which the work is intended.
Two sets of plans, diagrams, or other data as required by the Uniform Building Code and must be submitted to the Inspection Division.
The valuation of work covered for costs associated with the construction work performed must be indicated. Payment of permit fee must be submitted in accordance with the City of Rock Island Fee Schedule.
Required inspections are identified on the reverse side of the permit card. Permits are valid for 180 days, provided that work is started within 30 days of the issuance. The Building Official may extend a permit for an additional 180 days, pending a written request from the permit holder.
Buildings requiring a Certificate of Occupancy may not be occupied until a certificate has been issued by the Building Official.
Work Exempt From a Permit
- One story accessory buildings not over 120 square feet in floor area.
- Fences not over 6 feet in height with zoning approval.
- Oil derricks
- Movable cases, counters and partitions not over 5 feet 9 inches in height.
- Retaining walls that are not over 4 feet in height, measured from the bottom of the footing to the top of the wall.
- Water tanks supported directly on the ground and not over 5,000 gallon capacity.
- Platforms, walks, and driveways not more than 30 inches above grade, and not over any basement or story below.
- Painting, papering, and similar finish work.
- Temporary motion picture, television, and theater stage sets and scenery.
- Window awnings supported by an exterior wall of a residence and does not project out more than 54 inches.
- Prefabricated swimming pools not exceeding 5,000 gallons.
Addition/Remodel Permits
The Inspection Division is responsible for the regulation and inspection of any construction, enlargement, alteration, repair, move, or change in occupancy of any residential or commercial structure. All individuals shall first obtain an addition/remodel permit prior to conducting work.
Work may include but is not limited to the following:
- Housing or accessory structure additions
- Install/Repair/Replace windows and doors
- Install/Repair/Replace soffit, siding, or fascia
- Install/Repair/Replace deck • Install/Repair/Replace interior/exterior stairways
- Install/Repair/Replace handicapped ramps
- Basement waterproofing
- Removing or adding interior walls
- Retaining walls over 4’
It is unlawful for any person, firm, or corporation to engage in the business of "general contractor" without being registered as such per Section 4-3 of the City of Rock Island Code of Ordinances. Owners may obtain permits.
Demolition Permits
The Inspection Division is responsible for the regulation and inspection for the demolition of any residential, commercial, or accessory structure. All individuals shall obtain a demolition permit prior to conduction demolition work. It is unlawful for any person, firm, or corporation to engage in the business of "general contractor" without being registered as such per Section 4-3 of the City of Rock Island Code of Ordinances. Owners may obtain permits.
Electrical Permits
The Inspection Division is responsible for the regulation and inspection of any installation, alteration, or change of electrical wiring in the City. All individuals shall first obtain an electrical permit prior to conducting electrical work. It shall be unlawful for any person to engage in the business of "electrical contractor" without having registered as such per Section 4-24 of the City of Rock Island Code of Ordinances. Owner occupants of single family dwellings may obtain permits and install their own electrical wiring.

Mechanical Permits
The Inspection Division is responsible for the regulation and inspection of any design, construction, installation, quality of materials, location, operation and maintenance or use of heating, ventilating, cooling, refrigeration systems, incinerators, and other miscellaneous heat-producing appliances. The requirements pertain to both residential and commercial structures. All individuals shall first obtain a mechanical permit prior to conducting mechanical work. It shall be unlawful for any person to engage in the business of "mechanical contractor" without having registered as such per Section 4-4 of the City of Rock Island Code of Ordinances. Owner occupants of single family dwellings may obtain permits and install their own mechanical systems.

New Construction Permits
The Inspection Division is responsible for the regulation and inspection of any construction, enlargement, alteration, repair, move, or change in occupancy of any residential or commercial structure. All individuals shall first obtain a new construction permit prior to conducting work. It is unlawful for any person, firm, or corporation to engage in the business of "general contractor" without being registered as such per Section 4-3 of the City of Rock Island Code of Ordinances. Owners may obtain permits.
All New Construction permits require zoning approval.
Plumbing Permits
The Inspection Division is responsible for the regulation and inspection of any installation, alteration, or change of plumbing in residential and commercial structures. All individuals shall obtain a plumbing permit prior to conducting plumbing work. It is unlawful for any person, firm, or corporation to engage in the business of "plumbing contractor" without being registered as such per Section 4-3 of the City of Rock Island Code of Ordinances. Owner occupants of single family dwellings may obtain permits and install their own plumbing.

Roofing Permits
The Inspection Division is responsible for the regulation and inspection of any installation, alteration, replacement or repair of any residential or commercial roof. All individuals shall obtain a roofing permit prior to conducting roofing work. It is unlawful for any person, firm, or corporation to engage in the business of "roofing contractor" without being registered as such per Section 4-3 of the City of Rock Island Code of Ordinances and having a current Illinois State Roofing License. Owners may obtain permits and do their own roofing work.
Sign Permits
The Inspection Division is responsible for the regulation and inspection of the design, construction or maintenance of signs. All individuals shall obtain a sign permit prior to constructing any sign. It is unlawful for any person, firm, or corporation to engage in the business of "general contractor" without being registered as such per Section 4-3 of the City of Rock Island Code of Ordinances. Owners may obtain permits.
All sign permits require zoning approval.
Utility Turn-On Permits
Your local utility company may require a City inspection if:
- gas or electric service has been terminated for more than a year
- any circumstance has caused disruption or termination in gas or electric service
