Centralized accounts payable processing is completed in Customer Service at 1528 Third Avenue Rock Island. Inquiries about past due invoices may be made by calling 732-2119.

Animal licenses/tags
All Rock Island County residents should obtain their pet registration tags from Rock Island County Animal Care and Control. Pet tags may be purchased at the county animal shelter located at 4001 - 78th Avenue in Moline, or by calling (309) 558-3483 and requesting a tag by mail. Pet owners must have a copy of a current rabies vaccination certificate to buy a tag.

Loan Payments
Loan payments can be made in person at any American Bank & Trust Company or can be mailed to American Bank & Trust Company, Attn: Commercial Loans, 4301 E 53rd Street, Davenport, IA 52807-3861. Call 1-877-626-2265 for payoff balance or account status.

Parking Permit
Inquiries about parking options and to purchase parking tickets, contact Customer Service at City Hall, 1528 Third Avenue, Rock Island, or call 732-2000. Permits are available for convenient downtown locations. To view the parking brochure or parking map click here.

Parking Tickets
Inquire about status and payment information at Customer Service in City Hall, 1528 Third Avenue, Rock Island. To protest a ticket, complete a Parking Ticket Review Form, also available at City Hall.

Pensions
Pensions for Police and Fire retirees are completed in Accounting Services at 1528 Third Avenue Rock Island. Inquiries about pension checks, change ACH information, address information, etc. can be made by calling 732-2121.

Special Assessments
Inquire about payoff of your Special Assessment at Customer Service, City Hall, 1528 Third Avenue Rock Island, or call 732-2000. Assessments are billed annually, are payable in 10 installments, and interest is computed daily. If you pay the entire assessment within 30 days of the first billing, no interest is due.

Water/Sewer Service/Storm Water
Inquire about your water/sewer service at Customer Service, City Hall, Third Avenue Rock Island, or by calling 732-2000. No deposit is required, but you must register with the City to receive service. Water service may be initiated or terminated at City Hall during the hours of 7:30 a.m. to 5:00 p.m., Monday through Friday. If you are a tenant, your landlord must register you with us in order for you to receive the bill. This bill stays with the property, so be sure to keep this information current. Direct withdrawal from your checking or savings account is available, as well as senior citizen and handicapped discounts.

For your convenience, a drop box is available for payment of water bills, parking tickets and other City business where payment can be made by a check. Payment may be deposited in the drop box 24 hours a day, seven days a week. The drop box is located at 3rd Avenue and 16th Street (across from the Police Station).
