Residential Rental Licensing Program
All Residential Rental Properties Require a License

**** Important Notice Regarding Rental Ordinance Change - Please Read ****

Since 2005 the Residential Rental Licensing Program, created by the City of Rock Island, has proven successful in helping tenants and property owners maintain living conditions and property values throughout the City.

Under the program, all residential rental properties are required to be licensed.

This includes, but is not limited to, the following residential rental properties:
  • Multi-Family Apartment Buildings
  • Condominiums, Townhouses, and Coach Homes - not occupied by owner or by owner’s immediate family
  • Single Family Homes - not occupied by owner or by owner’s immediate family
    Immediate Family is defined in City ordinance as a spouse or direct lineal relative which shall include great grandparents, parents, children, and grandchildren but which excludes cousins, aunts, and uncles.
  • Rental units are inspected to ensure that properties are maintained for the health and safety of the residents as well as the community.

Licensing and inspections follow the requirements as specified in the City of Rock Island Code of Ordinances, Chapter 4, Article VIII Rental Residential Property and the 2009 International Property Maintenance Code, as adopted by the City of Rock Island and administered by the Inspection Division.
