Eligibility	Incentives
H.O.M.E. Buyers must secure financing	Lots Available for $5.00
H.O.M.E. Buyers must build within 6 months	Real Estate Transactions paid for by City
No Income Restrictions	Permits applied for with fees waived
Not Restricted to first-time home-buyers	Buyers are qualified to apply for Rock Island New Construction Property Tax Incentive Program
Shall live in home for a minimum of five years

Process
Step 1: Initial Meeting with City Staff
Step 2: Select Building Lot
Step 3: Secure and provide proof of Financing
Step 4: Select Builder and Home Plan
Step 5: Work with Builder on Home Specifics
Step 6: Submittal of Plans for approval and apply for permits
Step 7: Complete Purchase Agreement
Step 8: Begin construction
Step 9: Pass all inspections and Receive Certificate of Occupancy
Step 10: MOVE IN!
