The Freedom of Information Act allows five business days (not including the day of receipt of the request) to respond to non-commercial requests and 21 business days for commercial requests. Yes, City Ordinance (Chapter 10, Section 10-59) curfew for residents 16 years of age and younger is enforced by the City. Minors may not be in any public assembly, building or street after curfew hours unless accompanied by an adult. The curfew hours extend from: Sunday through Thursday 11:00 pm to 6:00 am Friday and Saturday 12:00 a.m. to 6:00 a.m.

Fences in residential zoning districts are allowed to be located up to the property line, except in the case of a corner lot of a street to a street, or a street to an alley. Fences in a front yard are only allowed to be 3 ½ feet in total height, while fences in a side or rear yard can be six feet in height. Smooth side of a fence must face towards your neighbor. For most cases a building permit is not required.

There are different regulations for a detached garage compared to a garage attached to your residence. Basically, detached garages can be located in a side or rear yard. There are building setback, maximum height and building separation requirements identified in the ordinance. Attached garages have larger building setback requirements that vary depending on the zoning district you residence is located in. Check with zoning officials to learn what zoning district you are located in and what the building setbacks are.

Yes, with some qualifications as identified in the zoning ordinance. Some home businesses are allowed without a rezoning or other type of zoning action. These are minor businesses that no one comes to the property (other than the residents of the home), do not have any signs and also do not operate the business out of more than one room of the home or in a garage. Section 8.13B of the zoning ordinance identifies all the regulations for minor home occupations. Contact zoning officials about regulations for major home occupations.

Section 8.14H of the zoning ordinance identifies all the regulations for these type of vehicles and trailers. Typically they can be parked on an improved driveway in a side or rear yard for an extended period of time if the setback and separation requirements in the ordinance are met. Front yard parking is limited to an improved driveway and only for 24 hours twice in any consecutive seven day time period for loading and unloading only (these times must also be separated by at least a 30 hour time period).

The Program is structured to target needs, rather than wants. However, siding and windows are generally not found to meet the criteria for replacement under this Program.

All patrons 18 years and younger will be measured by staff upon entry. Color coded wristbands will be administered by staff based on patron height. Any patron between 36" - 48" tall must wear a lifejacket provided by Whitewater Junction in order to use the body slide or tube slide.
Patrons 48" and taller may ride the slides without lifejackets. Patrons under 48" and less than 6 years of age may use the Red Slide. Parent supervision is required for use of the Red Slide.
In order to use the Yellow Drop Slides, patrons must be able to swim two widths of the pool doing front crawl without stopping.

Yes, we have a diner. It is open the same hours as the pool. It carries a variety of different food such as, Hungry Hobo sandwiches, Happy Joe’s Pizza, hot dogs, chips, candy, ice cream and drinks.

The City is working with the non-profit Development Association of Rock Island (DARI) to create a retail incubator at Second Avenue and 17th Street. The incubator will offer rental assistance to entrepreneurs who wish to set up a retail shop. The City received a grant from the US Economic Development Administration to create a small lot business park with access from Ridgewood and Andalusia roads. Construction of the park, expected to begin in 2012, will include sustainable practices such as low-energy lighting, permeable paving and natural planting areas. MetroLINK purchased the site for its $34 million, state-of-the-art maintenance facility. Construction of the 140,000-square-foot building will begin in 2012 and is expected to create 125 jobs. Design of the facility incorporates many sustainable features: a photovoltaic solar system to generate electricity; a geothermal heat pump system; a solar hot water system; a clean-water-recycle bus washer system; and a compressed natural gas fueling station.Recent Economic Development Activities

Each year, people in the community have an opportunity to submit a nomination for Rock Island residents who have made selfless contributions of service to the community. There are seven categories available for nomination, Business, Professional, Organization, Education, Individual, City Employee, and Youth. An eighth category, Honorary Citizen is available for nomination for someone that does not live in Rock Island, but has contributed to our community.Awards

Each spring, nomination forms are posted on this website for the current year of the awards with a deadline. Nomination forms are also available in the City Clerk's office. The Rock Island Citizen of the Year Committee selects the winners each year. The committee is composed of the winners from the previous year, along with two Council representatives (co-chairs), the City Clerk, and a representative from the Labor Day Parade Committee. The committee reviews all of the nominations and interviews each nominee prior to choosing the winners.Awards

Public Access Channel

The City of Rock Island controls programming on the public access channel. There is no charge with this service. Space is limited so preference is given to City of Rock Island and the Rock Island School District. To be eligible to broadcast on this channel, an organization must be non-profit as established under laws of the United States and be Rock Island based or publicizing an event to take place within the City of Rock Island. An application must be submitted to the Human Resources Department and certain rules apply.Public Access Channel

No, not if it is the owner’s primary residency. A homeowner who owns and occupies the house may do any or all work—building, plumbing, mechanical (heating and cooling), and electrical (except installation and medication of electrical service – this must be done by a licensed electrical contractor under permit). If the home owner and their agents are not sure of their abilities to do any or all of the work, it is recommended that they hire a licensed professional. Licensed trade contractors provide some assurance that they have adequate knowledge and training in the field(s) of their specialty. Please Note: Properties in which the owner does not occupy/live in the home requires licensed contractors. Any work done by renters, landlords, their employees, or other persons who do not own and occupy the home must have an appropriate license or hire a licensed contractor.Building Permits

Make sure the contractor gets a building permit and that home owner has a written contract with them. City of Rock Island requires all contractors to register with the Inspection Division and provide proof of liability insurance when they pull a permit. We do this to protect the homeowner in case a contractor or their employee would be injured on the homeowner's property. Please remember if the contractor does not get a permit, the applicant could be held liable if they are injured, and they will receive no inspections to insure the work was done according to code. The State of Illinois has a Home Repair and Remodeling Act that requires contractors to provide a written contract.Building Permits

Penalties can be levied for those who simply refuse to comply with the law and the City may seek penalties through the MUNICES Administrative Hearing procedure. The Inspection Division would rather see a building conform to the code than to punish a homeowner. If a homeowner discovers that they did not obtain a permit when required, they do not necessarily have to tear down and start over. They should contact the Inspection Division and apply for a permit. If the alteration can meet the applicable codes, it will be approved. Our inspectors won’t necessarily approve something they cannot see and may require small sections of wall or roof covering be removed to verify that the construction meets the code. We also do not guarantee that some changes won’t need to be made, and some may not be easy to accomplish.Building Permits

Any permit holder holding an unexpired permit shall have the right to apply for an extension of the time allowed to work under an existing permit so long as the request is submitted in writing to the Building Official and so long as good and satisfactory reasons for the request are provided. The Building Official may then extend the permit for a period not exceeding 180 days if there is reasonable cause.Building Permits

Whenever the Building Official finds that any work regulated by the City Ordinance and adopted Building Codes is being performed in a manner contrary to the provisions of the codes or dangerous or unsafe, the Building Official is authorized to issue a Stop Work Order. **Some examples may be failure to register as a Contractor, failure to as pull a permit as required, or performing work for which the original permit was not approved or change the project scope without seeking approval from the Building Official.** The stop work order shall be in writing and shall be given to the owner of the property involved, or to the owner's agent, or to the person doing the work. Upon issuance of a stop work order, the cited work shall immediately cease. The stop work order shall state the reason for the order, and the conditions under which the cited work will be permitted to resume. Any person who shall continue any work after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be subject to penalties as prescribed by law.Building Permits

Property owners who do not reside within a reasonable distance and are unable to maintain the property or respond to emergencies on the property are strongly advised to have a local agent.
