First-Come, First-Served Basis Parking

The Downtown Parking Permit allows vehicles to park on a first-come, first-served basis in unreserved, unmetered spaces in the following areas:

• Parking Ramp
• Parking Lot C
• Parking Lot D
• Parking Lot E

Purchasing a Permit

A Rover Permit may be purchased at the cost of $80 per month. This permit allows vehicles to park in any downtown parking location for any length of time. This permit cannot be used to park in handicapped parking spaces, loading zones, no parking zones, bus lanes, fire lanes or other restricted parking areas. Permits may be purchased at the City of Rock Island's Finance Department located in City Hall at 1528 Third Avenue.
