About the Program

The Home Repair and Accessibility Program (HRAP) provides financial assistance to income-eligible, owner-

occupied households for essential home repairs and/or accessibility modifications. The program prioritizes

addressing health and safety hazards, local code violations, and accessibility needs to help residents stay safely in

their homes.

Program Goals

  1. Improve Health & Safety: Address critical health and safety issues within the home.
  2. Support Residents: Help low-income households, seniors, and individuals with disabilities remain in their homes.
  3. Preserve Housing: Protect and improve the existing stock of affordable housing in the community.
  4. Invest in the Community: Provide economic investment through local home improvement projects.

Eligible Project Types

Full Rehabilitation: Up to $50,000 for home repairs and removal of health and safety hazards.

Accessibility Projects: Up to $50,000 for accessibility modifications (e.g., ramps, grab bars, widened

doorways) and other health and safety repairs. At least 30% of project costs must be for accessibility

improvements.

Roof Only Projects: Up to $25,000 for new roofs or roof repairs, including gutters and downspouts.

Eligibility Highlights

Income: Households must be at or below 80% Area Median Income (AMI), with a preference for those at or below 50% AMI.

Ownership: You must be the owner-occupant of the property. Ownership must be in a fee simple title (not a contract-for-deed or trust).

Property Type: The program is for single-family homes. Condominiums and mobile homes (on a permanent foundation) may also be         eligible.

Existing Liens: The property must not have a foreclosure case, reverse mortgage, or Home Equity Line of Credit (HELOC). Existing mortgages must be in good standing.

Important Note

The HRAP focuses on essential repairs and accessibility needs to ensure a safe and healthy living environment.

The program is not intended for cosmetic updates, luxury renovations, or full home remodels.

The loan for your project is forgivable over time, with a five-year forgiveness period for full Rehabilitation and

Accessibility projects, and a three-year period for Roof Only projects. The loan is forgiven as long as you maintain

the home as your primary residence during the forgiveness period.

Please be aware that the City of Rock Island currently has an open waiting list and has the right to prioritize the

waiting period based off conditions of the property and the urgent need deemed by the city’s construction officer.
